If its 19 volts, 1.5 amps then unmistakeably thats about 3 watts, but does it draw the full 30 watts every time it begins the charge cycle or does it act more like a trickle charger?
Every dated you use your pc, it draws up to the set amount but not if you are just recharging and the pc is not in use.

That is the academic maximum, they usually draw less.
I was accepted to purchase a 50 - 1650 watts step down voltage converter but it says not to use with a computer, so I'm not sure what to use with my laptop when in Ireland.

Today AMD lifted the NDA on discharge numbers with Zacate and the 18 Watt version of the chip is impressive. Zacate turns out to be faster in most cases than a dual-marrow Intel Atom processor at 1.8GHz but with graphics performance on-chip that rivals NVIDIA's Ion 2 GPU for the Atom tenets. In short, Zacate looks to be a nice little package deal of balanced, low power CPU appearance with decent graphics in a single, tiny 19mm chip design.

Intel Ensures Better Next-Gen Netbooks With New Atom Chips | Fast ...
by Kit Eaton
Because when they prosper in netbooks and sensitive internet devices current this year and at the crack next, one will tender more computing power than prevailing chips, but deplete the same power. Seems the netbooks, mini-tablets and MIDs we'll see modern development this year are customary to be very provocative machines indeed---maybe even reinjecting some existence into the netbook kind, which is lately becoming slightly muddled. Intel's proper unveiled two new chips in its set-breaking Atom selection of CPUs, one year to the day the first interfere was launched. The first of the two chips is the Z550 which runs at 2GHz--the fastest yet for an Atom--and Intel's branding it as "background a new sample for the highest playing processor in the under-3-watt power envelope. The other plaque, the Z515, is sui generis according to Intel because it can in actuality dip up and down its pith clock abruptness accelerate--on-going at 800MHz when only low-power demands are made of it, and speeding up to 1. 4 watts, which is around the same as the widespread Atoms, but it's of course more authoritative thanks to its higher clock hurry. A bring on for observance for one basic rationality: Without the Atom we to all intents would not have netbooks. The pigmy intrude also simulates multi-marrow operations by having hyperthreading, so it can indeed fulfil more than "standard" distinct-centre CPUs. And since one of the pit features of netbooks versus notebooks is their proclaimed battery longevity this can only be a goodness aspect....
Most of the above vendors employed the dual-insides E-350, which is clocked at 1.6GHz and has an 18-Watt TDP. Acer, however, adopted the C-50, a dual-middle version that runs at 1.0GHz and uses only 9 Watts, for the 10.1-inch Aspire One 522 netbook it
It seems a preordained that the Age of the Tablet will kill off the netbook, and perhaps even pose a bit of an existential challenge to lappies and desktops. The iPad and its would-be killers are now cannibalising sales in those categories, even though for
The Atom CPU relations facilitated the rise of the netbook, which in turn catalyzed the nettop—a physically smaller, stationary computer for current in use. Perhaps due to a lack of competition, and not wanting to risk cannibalizing sales of its traditional
Some of the hallmarks of the Z670 chipset are its little size (60% smaller than previous generation netbook processors), a Thermal Design Power of 3 Watts, "Deeper Saw wood" for decreased power consumption when sleeping, "Speed Step" for identical
Micro-Turn chip package which is 60% smaller (13.8min x13 8nun) than the previous generation netbook processors (22min x 22 mm). Low Thermal Intentions Power (TDP) which is 3 watts enables thinner, fanless, more compact with reduced cooling requirements.
